I think David James is a good shout; ex City player, Portsmouth have nothing to play for, they could do with him off their wage bill, it would do his England chances the world of good, plus Portsmouth could potentially take a small fee for the loan move.
They are also linked with Fulup at the moment and without going abroad I don't think there are really too many other options are there? Cudicini would have been the obvious one, but I doubt Spurs will be looking to help out! Similarly I don't think Utd will be front of the queue with Foster.
As for the question of whether they should be allowed to sign a keeper; in simple terms no they shouldn't, but in some respects i am glad they have been allowed to, or else next season Joe Hart might have found himself sat on the bench all season as Given's understudy as they didn't want to risk a repeat of this seasons 'crisis'.
